Good News for Côn Đảo Special Zone
04/02/2026Specifically, the project includes: 17.5 km of overhead transmission lines across Sóc Trăng Province (now Can Tho City); 77.7 km of submarine cable connecting the mainland to the island; 8.5 km of underground cable on Côn Đảo Special Zone; the expansion of the 220 kV Vĩnh Châu Substation (Can Tho City); and the construction of a new 110/22 kV GIS substation in Côn Đảo.

The project, with a total investment of VND 4,923 billion, commenced in March 2025 and is targeted for completion and energization within the same year. Once completed, it will ensure a stable and continuous power supply for Côn Đảo Special Zone, laying the foundation for economic and tourism development, as well as ensuring national defense and security in the new era.
According to the Power Project Management Board No. 3 (EVNPMB3), the representative of the project owner, construction progress is being closely monitored and urgently executed. Multiple construction packages are being carried out simultaneously on land, at sea, and on Côn Đảo.
At Package 01, covering the onshore area in Can Tho City (formerly part of Sóc Trăng Province), 14 out of 14 tower foundations have been erected and 5 out of 8 spans have had cables pulled. However, progress is currently affected due to incomplete handover of the right-of-way at some locations.
For the offshore construction, the contractor has completed 5 out of 18 tower foundations, with 3 additional foundations under construction. Work is being carried out closely on-site, taking advantage of favorable weather conditions, with a goal to complete all offshore tower erection before August 20, 2025.
At Package 02, 6 out of 8 concrete foundation pads have been completed, with work ongoing at the remaining 2 locations. Package 04 has completed all 5 foundations and is currently in the finishing phase.

On the Côn Đảo side, Package 05 has successfully completed all 21/21 cable joint pits, with the target of finishing cable pulling by July 31, 2025. Package 06 has also completed its civil construction work and is currently installing equipment at the expanded 110 kV feeder bay of the 220 kV Vĩnh Châu Substation, while simultaneously finalizing the 110/22 kV GIS substation in Côn Đảo in preparation for equipment installation.
In terms of land procedures, on June 26, the People's Committee of former Bà Rịa – Vũng Tàu Province issued a land use right certificate for the Côn Đảo landing point, covering an area of 264.7 square meters.
As for the submarine cable installation package, Lot 1, spanning 41 km, has been successfully pulled and laid. Lot 2 has already arrived at the port and is currently under deployment, with the goal of completing the entire cable installation before July 31, 2025 — 15 days ahead of the original schedule (August 15, 2025).
