NGHI SON REFINERY AND PETROCHEMICAL COMPLEX PROJECT
The Nghi Son Refinery and Petrochemical Complex has a total investment of over USD 9 billion. Its Phase I design capacity is 10 million tons of crude oil per year, with plans to increase to 20 million tons per year in Phase II. All crude oil for the project is supplied by Kuwait.
The project is a joint venture between multiple investors, with capital contributions as follows:
-
Vietnam Oil and Gas Group (PVN): 25.1%
-
Kuwait Petroleum International (KPI/KPE): 35.1%
-
Idemitsu Kosan Co., Ltd. (Japan): 35.1%
-
Mitsui Chemicals Inc. (Japan): 4.7%

The EPC (Engineering, Procurement, and Construction) contract for the project was awarded to the JGCS Consortium, consisting of JGC (Japan), GS (Korea), Chiyoda (Japan), and SK (Korea), with an overall project timeline of 40 months.
In November 2013, PCC5 became the first subcontractor to be awarded a package within the project—specifically, the EPC package for the temporary power system for the refinery. The contract value, including adjustments, was VND 156 billion, with a construction schedule of 6 months for the main substation and 12 months for 57 KIOS substations.
After more than 11 months of combined design, procurement, and construction, the company successfully completed and handed over the contract to JGCS on schedule.

In August 2014, PCC5, one of the first subcontractors on the project, was awarded and began execution of a major construction package for the plant, valued at VND 88 billion, with a construction timeline of 12 months.
After just over 4 months of work, approximately 60% of the package had been completed, and it was projected to exceed the original schedule by 30% compared to the timeline agreed upon with JGCS.

In November 2014, PCC5 once again became one of the first subcontractors to be awarded and execute the main electrical system installation package for the refinery, with a contract value of VND 220 billion. The construction period for this package was 18 months, spanning from February 2015 to September 2016.
